What's Required: Under 34 CFR 300.111, states and local education agencies are required to identify, locate, and evaluate all students suspected of having a disability. Each public agency must conduct a full and individual initial evaluation before the initial provision of special education and related services to a child with a disability 34 CFR 300.301(a). The initial evaluation must be conducted within 45 school days of receiving parental consent for the evaluation. What We Do The child is enrolled in a HISD school:
Contact your child’s teacher and discuss your concerns, ask questions about your child’s reading or math level and overall development in comparison to others in the classroom.
The Intervention Assistance Team (IAT) will convene on the campus to consider your request for evaluation within 15 school days.
The IAT coordinator will ask you to formally consent to the evaluation or the IAT may formally determine not to conduct an evaluation.
The child is not enrolled in school:
Contact your neighborhood school in HISD. The school will convene an IAT to consider your request within 15 school days.
The IAT coordinator will ask you to formally consent to the evaluation or the IAT may formally determine not to conduct an evaluation.
The child is currently served in an Early Childhood Intervention Center (ECI):
The ECI case manager will invite you to a transition meeting with representatives from HISD to discuss the evaluation and eligibility process.
If you choose to give consent for the testing an evaluation will be scheduled. Following the evaluation, you will be invited to a meeting to review the results and possible Special Education service options at an HISD school close to your home.
Your child’s ECI case manager and the HISD Case Manager will be your contact throughout this process.
The child is enrolled in a private school:
You will receive a response within 15 school days to further discuss your request or to begin the evaluation process.
The private school liaison will be your contact throughout this process.
The child is enrolled in Head Start:
Discuss your concerns and ask questions about your child’s overall development in comparison to others in the classroom.
If you and the teacher feel a formal evaluation is needed to identify a disability, contact your neighborhood school in HISD.
The school will then convene an IAT to consider your request within 15 school days.
The IAT coordinator will ask you to formally consent to the evaluation or the IAT may formally determine not to conduct an evaluation.
The campus IAT coordinator will be your contact throughout this process
The child is enrolled in an Adult Correctional Facility:
A report, listing all the offenders interviewed is generated for 701 Jail and 1200 Jail (genders noted) and submitted to HISD instructors, Education Deputy and Detention Officers and Program Manager.
The offenders who have self-identified will be rehoused in an education tank upon the availability of a bunk.
Class rosters are generated from this report as well
TEA Timeline: Within 15 school days upon written referral by parent to special education director or district administrative employee, the Notice and Consent or Response to Parent Request for an Evaluation will be issued.
TEA Timeline: Within 45 school days of receipt of written, signed consent, the Full and Individual Evaluation (FIE) will be completed.
TEA Timeline: Within 30 calendar days from FIE date, the ARD/IEP Meeting will be held.
